Chief Executive Officer

Frank provides strategic leadership, overseeing partnerships and guiding the firm's long-term positioning within Africa's evolving energy landscape. With over 34 years of experience in the extractive industry, his career spans resource exploration, development and production, as well as advisory roles in policy, legal frameworks, licensing, and project management. He brings a strong practitioner's perspective, effectively translating technical expertise into strategic and commercial value.

Under his leadership, RF Energy Resources Ltd has developed a growing portfolio of advisory engagements across East and Southern Africa, supporting exploration companies and investment partners to advance, optimise, and de-risk their assets.

Rashid Mugabe

Managing Director

Rashid oversees technical delivery, client engagements, and the firm's advisory portfolio. With over two decades of hands-on experience in upstream hydrocarbon exploration, his expertise spans business development, geoscience data acquisition programmes, stakeholder engagement, and ESG integration. He plays a key role in driving the company's commitment to delivering high-value, client-focused solutions.

Under his leadership, every engagement meets the firm's standards of technical rigour, from seismic data quality control to the design and implementation of capacity-building initiatives with national petroleum authorities and mining institutions.

Racheal Mutenyo

Head of Operations

An agile geoscientist, Racheal leads the firm's technical operations, ensuring that each project's unique requirements are effectively aligned with logistics, stakeholder coordination, and client engagement. Her strong attention to detail and organisational expertise ensure that all engagements are delivered on time, within scope, and in accordance with the high documentation and quality standards expected by clients.
